The younger half of the Judds has as much talent as anyone in Nashville, but she's going to have to take some chances to make albums that will outlive her chart triumphs. 'Rock Bottom' is generic Southern-rock boogie Karla Bonoff's 'Tell Me Why' overdoes the self-pity, and 'I Just Drove By' is a weak reworking of the Judds' 'Grandpa (Tell Me 'Bout the Good Old Days).' 'Father Sun' is a pop- gospel number with silly lyrics 'Is It Over Yet' is a leaden attempt at Sinatra-like balladry with strings, and 'Only Love' is second-rate Jimmy Buffett. Winchester also wrote 'Just Like New,' a tribute to Elvis Presley's Cadillacs that never quite shifts out of second gear. Nothing else comes close to those three songs.

'That Was Yesterday,' a slow blues by mama Naomi Judd, simmers ominously on the verses and then erupts into an anything-goes chorus where Wynonna Judd bends notes as masterfully as D.C. Goode.' Jesse Winchester's 'Let's Make a Baby King' is a very funky Christmas song, and Judd taps into her gospel roots to engage a Memphis horn section and three singers in a ferocious game of one-upmanship.

Mary-Chapin Carpenter's 'Girls With Guitars' boasts both the catchy riffs and telling details of a Chuck Berry song, and Judd exults in this gender spin on the rock 'n' roll dream. Only three of the 10 songs really catch fire, but they illustrate what Judd can do when she abandons her conservative instincts long enough to unleash her unearthly wail. Instead Judd played it very safe on the song selections for her second solo album, 'Tell Me Why,' and ends up with a so-so effort that barely hints at her tremendous potential. Williams's disappointment was artistic as well as financial, for Judd has one of the best voices of her generation, and she could have lit up that song in a way Williams never could.
